Second, by giving sanctions to violators, they will understand responsibility. Not only doest it prevent us from being infected by viruses, but adhering to health protocols also keeps other safe.  

We many not feel infected, but at least we prevent bad things from happening by continuing to keep our distance and wearing masks. That way, we will fulfill our responsibilities to ourselves and others.
